My recommendation is to stop talking and wait for them to look up from their phone. My go to line in this situation is "this conversation is important to me, do you have the bandwith to participate now or would you like to have it another time".

If you or your spouse are stressed, tired, or busy, it might not be the best time to discuss important matters. Instead, choose a calm, quiet time when you're both more likely to be receptive and understanding. This consideration can prevent misunderstandings and conflicts.
